e.Amendment to the Securities Custodial Agreement - Ratification of Signatures: This document amends the Town’s current banking arrangement by changing the required overnight balance in the Town’s operating account to $0.00. Under the prior arrangement, the Town was required to leave $400,000.00 in the operating account overnight. Those funds did not earn interest while held in that account. Under the amended arrangement, funds in the operating account will be transferred daily into a repurchase product, allowing Town funds to be more fully utilized and to earn interest rather than remaining idle in the operating account. This change was also necessary to avoid a new monthly fee of $1,000.00 that would have been charged to insure any operating account balance above $250,000.00, which is the amount covered by FDIC insurance. By reducing the required overnight operating account balance to $0.00 and transferring funds daily into the repurchase product, the Town avoids that additional monthly cost while maintaining appropriate protection and management of public funds. Because of the timing associated with implementing this change and avoiding the new fee, the document was signed prior to the next regular Council meeting. Council is now being asked to ratify those signatures and approve the document as executed. Suggested Motion: I move to ratify the signatures on the Amendment to the Securities Custodial Agreement and approve the amendment as executed, modifying the required overnight operating account balance to $0.00 to allow daily transfers into the repurchase product, maximize interest earnings on Town funds, and avoid the additional monthly insurance fee.
