September 22 Planning & Zoning: what is on the agenda tonight

An independent, source-cited guide to tonight’s Planning & Zoning packet for Alpine, Wyoming. Everything below is still on the agenda until the Commission acts — an agenda is not a set of decisions.

Status boundary: This page describes what is scheduled and what the packet asks the Commission to consider. It does not report any item as approved, denied, or adopted. Outcomes belong only after a reviewed official record is available.

One-minute summary

Tonight’s new business is two single-family home site-plan reviews — RB26-0000029 (Gloria Courser, 198 West Mills Circle) and RB26-0000030 (SRSC Lots, LLC, 676 Sunset Drive) — plus a motion to adopt Resolution No. 2026-02 adopting and certifying the Town of Alpine Master Plan, subject to concurrence by Lincoln County. Draft September 8, 2026 minutes are also up for approval.

Master Plan flag: Resolution 2026-02 is a big-ticket proposal on tonight’s agenda. It is not adopted Town policy until an official record says the Commission acted, and certification still runs through Lincoln County concurrence for the portions that need it. A longer resident Master Plan guide is still planned separately (target Saturday, September 26) — this page is only tonight’s agenda logistics.

What Planning & Zoning is being asked to do

4(a)

RB26-0000029 — Courser single-family home

Site-plan review for a proposed single-family home for Gloria Courser at 198 West Mills Circle. Packet site-plan materials describe Lot 101 of the Palis Park Subdivision, about 0.28 acres, zone R-1, with a proposed footprint near 588 square feet. Street labeling in the packet also appears as “West Mill Circle” on the site plan — the agenda uses West Mills Circle.

Agenda item 4(a); packet site-plan section.

4(b)

RB26-0000030 — SRSC Lots single-family home

Site-plan review for a proposed single-family home for SRSC Lots, LLC at 676 Sunset Drive. Treat details beyond the agenda line as packet materials only until the Commission acts.

Agenda item 4(b); packet attachments.

4(c)

Resolution 2026-02 — Master Plan certification

Motion to adopt Resolution No. 2026-02 adopting and certifying the Town of Alpine Master Plan, subject to concurrence by Lincoln County. The packet draft resolution text is styled “Resolution No. 2026-002” and describes certifying the Town of Alpine 2026 Master Plan to the governing body after prior P&Z action and Council-requested updates. This remains a proposal until the official record shows adoption.

Agenda item 4(c); packet resolution draft.

7(a)

September 8, 2026 minutes

Approval of the September 8, 2026 meeting minutes (draft in the packet). Draft minutes are not the same as approved minutes.

Agenda item 7(a).

Watch item

Master Plan on tonight’s agenda — proposal only

The packet’s draft resolution recounts that P&Z held a noticed public hearing on the proposed Master Plan (July 28, 2026), previously approved a certification resolution (2026-001 on August 25, 2026), and that Town Council requested additional changes, so an updated certification is back before the Commission. The draft would adopt and certify the Town of Alpine 2026 Master Plan subject to Lincoln County concurrence for applicable portions.

  • Tonight’s vote, if it happens, is still a Commission step — not a finished Town Council ordinance story by itself.
  • Lincoln County concurrence is written into the suggested motion; do not treat County concurrence as already done.
  • I am not summarizing the full Master Plan document here. A longer resident guide is scheduled separately.
Do not confuse: agenda language, a draft resolution in the packet, and an adopted/certified plan in the official record are three different things.
Source limits

What this review can and cannot establish

  • The posted packet establishes what is scheduled and what staff/packet materials present; it does not establish how the Commission will vote.
  • Site-plan figures (lot size, setbacks, footprint) come from packet drawings and can differ from final stamped plans.
  • Agenda numbering says Resolution No. 2026-02; the packet draft header uses 2026-002 — this guide preserves both rather than silently “fixing” them.
  • September 8 minutes in the packet are draft until approved.
  • This page does not endorse or oppose the Master Plan, either permit, or any related County action.
