September 15 Town Council: what is proposed and what to watch

An independent, source-cited guide to the Town's 85-page agenda packet. Every action below is still a proposal until the Council acts.

Status boundary: This page describes requests and suggested motions in the packet. It does not report any item as approved, denied, spent, transferred, or adopted. Outcomes will be added only after a reviewed official record is available.

One-minute summary

The Council is scheduled to consider a proposed rewrite of Lincoln County's Alpine Community Plan Area Overlay Zone, several wastewater and Public Works expenditures, Civic Center meeting technology, an AMI meter project accounting transfer, an online payment portal, a work-order software subscription, a small roadway conveyance, and a malt-beverage permit transfer.

The land-use proposal would ask Lincoln County to use Alpine's Future Land Use Map inside the Area of Influence and would add designation-specific restrictions. The proposal says it would not rezone property or give the Town approval or veto authority over County applications; however, when an overlay restriction is more restrictive than underlying County zoning, the proposed text says the overlay restriction would apply.

Packet details

Items and questions in the packet

  • County overlay recommendation and property rules. Item 8(f) would send a Town recommendation to Lincoln County. The draft ties overlay rules to Alpine's Future Land Use Map, prohibits listed uses by designation, and requires County development applications in the overlay to reach the Town at least four weeks before a staff-report or hearing deadline. Alpine's role remains advisory. Packet pp. 55–70.
  • Wastewater resilience and budget control. Item 8(g) proposes relocating power for the lift station near Melvin Brewing and a $20,000 budget amendment; the staff estimate is approximately $40,325.82 against $25,000 budgeted. The report inconsistently refers to FY25 in the purpose and suggested motion but FY27 in its key question, so the correct budget year should be clarified. Item 8(i) proposes generator-connection upgrades at multiple lift stations, estimated at $40,100 within a $45,000 budget, with a return to Council before any overage. Packet pp. 71–73 and 77–79.
  • Public-meeting access at the Civic Center. Item 8(c) asks for up to $8,000 in audio/video upgrades and permission to request $6,000 from the Travel and Tourism Board. The immediate use identified is the October 28 annexation hearing. Packet pp. 46–48.
  • Vehicle pre-authorization. Item 8(h) would let staff act quickly on a used crane-equipped service pickup up to $75,000 and add $30,000 to the water-fund capital budget. The authorization is broader than approval of a specific vehicle; condition, mileage, inspection, retrieval, and repair costs remain variables. Packet pp. 74–76.
  • Caselle Community Connect. Item 8(d) asks Council to approve online utility billing, accounts receivable, and other General Fund payments through Caselle Community Connect, with a $1,200 setup fee, $1,800 annual cost, and implementation by December 31, 2026. The agenda supplies these terms, but no separately labeled 8(d) staff-report section appears between the 8(c) and 8(e) materials. Agenda p. 2; packet sequence pp. 48–49.
Decision map

What Council is being asked to do

7(a) & 8(a)

KJ's malt-beverage permit transfer

Hold a public hearing and consider transferring the permit from the current owner to ABS WY LLC. Staff recommends approval only after Wyoming Liquor Division certification and resolution of lease discrepancies. Approval is not state certification.

Packet pp. 27–40.

8(b)

AMI meter project

Classify two already-paid invoices totaling $42,292.70 as project costs, reimburse Repairs and Maintenance from the project budget, and release remaining Pay Application 1 retainage. The narrative says this is not a new payment to Core & Main, although the suggested motion says “approve Pay Application No. 5 to Core & Main”; the intended authorization should be stated clearly.

Packet pp. 41–45.

8(c)

Civic Center audio/video

Authorize up to $8,000 and a $6,000 tourism-board funding request. The Town would cover costs not funded by the request.

Packet pp. 46–48.

8(d)

Caselle Community Connect

Approve Caselle Community Connect for online utility billing, accounts receivable, and other General Fund payments. The agenda states a $1,200 setup fee, $1,800 annual cost, and implementation by December 31, 2026. No separate staff-report section is included in the packet sequence.

Agenda p. 2.

8(e)

Terrace Lane Triangle

Accept a roughly 611.4-square-foot roadway parcel by quitclaim deed as a gift, subject to owner approval. The deed conveys only the interest the grantors hold and includes no warranty of title.

Packet pp. 49–54.

8(f)

County overlay recommendation

Approve the proposed ACPAOZ amendments as written or with Council changes and authorize submission to Lincoln County. This is a Town recommendation, not final County adoption.

Packet pp. 55–70.

8(g)

Lift-station power relocation

Proceed with dedicated three-phase service on Town property and amend the wastewater capital budget by $20,000. Staff estimates approximately $40,325.82 total, with electrician cost still estimated. The report should clarify whether the amendment is to FY25 or FY27 because both appear.

Packet pp. 71–73.

8(h)

Used service pickup with crane

Authorize staff to purchase a qualifying used vehicle up to $75,000 and add $30,000 to water-fund capital outlays. No specific vehicle is presented in the packet.

Packet pp. 74–76.

8(i)

Mobile-generator connections

Upgrade lift stations to use the Town's existing mobile generator, prioritized within a $45,000 cap. The packet's current estimate is $40,100 and requires updated pricing.

Packet pp. 77–79.

8(j)

MaintainX work-order system

Authorize a $6,742 first-year order: $1,750 implementation plus $4,992 for eight annual users. The packet identifies an ongoing annual subscription expense but does not state a renewal price beyond the initial term.

Packet pp. 80–85.

Deep dive

Land-use overlay: practical effect and unresolved questions

The proposed ACPAOZ amendment would operate in Lincoln County's Alpine Area of Influence, not inside Town boundaries alone. It would use four Alpine Future Land Use designations—Housing, Business, Mixed Use, and Natural—to determine added overlay policies. The underlying County zoning would still determine whether a use is otherwise permissible, but the draft says the more restrictive overlay provision would control where the two differ.

  • Housing: the draft describes single-family homes, duplexes, townhomes, multi-unit housing, and apartments as intended residential types, while prohibiting truck stops, man camps, commercial storage, principally industrial uses, mobile-home parks, and mobile-home subdivisions.
  • Mixed Use: the draft envisions commercial activity as generally primary, with multi-unit housing above or elsewhere on site, and typically two- to three-story buildings subject to underlying standards. It prohibits man camps, commercial storage, principally industrial uses, mobile-home parks, and mobile-home subdivisions.
  • Business: the draft allows a broad range of commercial and light-industrial activity, including warehousing and equipment yards, but prohibits man camps, mobile-home parks, and mobile-home subdivisions.
  • Natural: the draft emphasizes conservation, agriculture, recreation, and limited recreation-related commercial or public facilities.
  • Town review: County applications in the overlay would be sent to Alpine for written comment at least four weeks before the applicable County deadline. Those comments would enter the review record, but would not create Town approval or veto authority.
Questions worth asking: Which parcels change practical treatment under the Future Land Use Map? How will conflicts between map boundaries and parcel conditions be resolved? What notice will affected owners receive during Lincoln County's process? How will “more restrictive” be administered when the map and County zoning do not align one-to-one? The packet says the County-wide overlay update is anticipated by April 1, 2027, so September 15 is a recommendation step—not the final County decision.

What this review can and cannot establish

  • The packet establishes what is scheduled and what staff recommends; it does not establish how Council will vote.
  • The packet includes proposed September 1 minutes. Those minutes appear on the September 15 consent agenda and are not treated here as approved until Council acts.
  • Some consent-agenda attachments are image-based and did not yield complete searchable text. They remain available in the official packet.
  • No separately labeled Item 8(d) staff report appears in the packet sequence. The agenda itself states the requested authority, covered payment functions, $1,200 setup fee, $1,800 annual cost, and December 31, 2026 implementation target; alternatives and additional staff analysis are not included there.
  • Item 8(g) identifies different fiscal years in different parts of the staff report, and Item 8(b)'s suggested-motion wording is less precise than its narrative about already-paid invoices. This guide preserves those discrepancies instead of silently resolving them.
  • Dollar figures are packet estimates or authorization ceilings unless expressly described otherwise.
