Motion · Recorded motion

Motion to Adopt the “Development Agreement Regarding Transfer of Water and Sewer Infrastructure; Recapture of Related Expenses; and Future Annexation of Subdivisions.” Mayor Lutz stated that there will be a special meeting to decide the outcome of the proposed development agreement as the most recent version was received by the council at 4:00pm today. Also, the exhibits are missing and a great deal of work has to be done on the agreement between the town counsel and Mr. Dale Cottam. Mr. Dale Cottam stated that the goal is to be able to transfer the infrastructure, receive applicable water and sewer connection fee credits and to build to county standards even after annexation. He explained that the Gilberts purchased a piece of property within Alpine Lakes Subdivision so are additional owners like Mr. Wiemann. The Gilberts need to be included in the agreement with unlimited irrigation water if not culinary water. Items of concern in the discussion included: • Item (e) requiring the town to expedite all building permits for these entities needs to be stricken; • There needs to be a sunset clause; • The annexation needs to be initiated by the entities involved, not the town; • Use of “unlimited” irrigation water is a concern as it may not be available; also, define reasonable; • The town already has one agreement with “unlimited” water and should be cautious on another such agree [continued in source]

heard from Conoco Phillips. • KUTV was filming in Alpine today for a presentation on “road tripping” from Salt Lake City to Alpine. Since Palisades Reservoir is at 100% capacity, they took pictures of boating, kayaking, family reunions using the reservoir as a location as well as the confluence. Sarah Hale needs information on the Alpine Civic Center such as if capabilities, capacity, kitchen, bathrooms, square footage and so forth so she can give the information to entities calling and looking for facility rentals. Mayor Lutz is to ask Robert Wagner to provide the information. Other Comments: • Chamber announcements include an event, “Celebrating Women” on Thursday, July 18, 2019 and will feature Kathy Tomasi and Brenda McGinnis, lastly, Rochelle will contact Councilman Fritz regarding the Alpine Car Show. • Mayor Lutz reported that the Alpine EMS expressed an interest in acquiring the old police car. After discussion, no decision was reached on this request. There was no discussion.
